Question 1

Where do I pay transfer tax when buying privately in Vizcaya?

Accepted Answer

Vizcaya has its own foral tax system, so the ITP on a private car sale is paid to the Hacienda Foral de Bizkaia. A purchase from a dealer does not pay it. The change of ownership is then registered with the DGT.

Question 2

Can I drive any car into Bilbao, in Vizcaya?

Accepted Answer

Bilbao has a low-emission zone covering a large part of the city, and access depends on the car's DGT environmental label. Older petrol and diesel cars without a label face restrictions, so check the label before buying a car for city use.

Question 3

Does the rainy climate affect used cars in Vizcaya?

Accepted Answer

Frequent rain and sea air near the coast can speed up corrosion on the underbody, brake lines and exhaust. It is worth asking a garage to inspect those areas, especially on older cars that have been kept outdoors.

Question 4

Is it worth looking outside Vizcaya, in another province?

Accepted Answer

A car bought outside the Basque Country is transferred with the DGT in the same way, and its number plate does not change. Transfer tax follows the buyer's tax residence, so a Vizcaya resident usually still pays it in Bizkaia.
