Can I drive an older Fiat in Barcelona's low-emission zone?

On weekdays, only with a DGT label. Petrol Fiats from around 2001 and diesels from 2006 qualify, while older ones without a label are kept out of the zone inside the Rondes.

Where is ITP paid when buying a used Fiat privately in Barcelona?

To the Agència Tributària de Catalunya, which sets the rate in Catalonia. The DGT transfers the car only once the tax is settled, and a dealer sale carries IVA instead.

Which Fiat suits Barcelona's narrow streets?

The 500 and Panda are short enough for the tight streets of Gràcia or the old town and easy to park. A hybrid with the ECO label also enters the low-emission zone without restriction.
