Does a 2023 Citroën C3 need a contrôle technique?

Not until it is four years old: its first contrôle technique falls in 2027. Until then it is sold with just the certificat d'immatriculation and a certificate of sale.

Does the 2023 Citroën C3 still have the PureTech belt engine?

Yes, the 2023 C3's 1.2 PureTech keeps the oil-bathed timing belt. Stellantis runs a support programme for that belt, so ask a Citroën dealer whether the car is covered.

Should I buy a 2023 Citroën C3 or the new 2024 model?

The 2023 C3 is the outgoing generation, lower, still offered with diesel and refined over several years. The 2024 car is all new, taller and also electric, but has no diesel.
