Is every BMW X3 all-wheel drive?

No: alongside the xDrive versions there are sDrive cars with rear-wheel drive, mostly with the 18d diesel. For mountain roads or wet winters, xDrive is worth its slightly higher fuel use.

What should I check on a used BMW X3 diesel?

Check the diesel particulate filter and EGR valve, which clog on an X3 driven only in town. On early F25 cars with the N47 engine, ask for proof the timing chain has been inspected.
